Born in Fucheng County, Hebei Province, in August 1968; studied applied Electronic Technology at the electrical engineering of Wuhan Institute of Technology, from September 1986 to June 1990; studied in the Agricultural Economics and Management at the School of Economics and Management of Beijing Agricultural University chiefly. Then served in China Reform Magazine and Strategy and Management Magazine, and paid long-term attention to the strategic issues of China's medium and long-term development.
